How to make an editable PDF
First you need to pin down what you want, because the same phrase is used for two things that have nothing in common.

The two things that share a name
- I want to change the text. You have a closed PDF and need to fix a date, an amount or a paragraph. This is solvable and free.
- I want a form with fillable boxes. You need to hand a document out so other people can type into prepared fields. That is a different thing and a converter cannot do it.
The vast majority of people searching for this want the first. If that is you, read on. If you want the second, skip to the form section: I will tell you what does it, even though it is not us.
Case 1: being able to change the text
A PDF does not store editable text, it stores drawing instructions. To type into it the text has to be rebuilt, and that is exactly what converting to Word does.
Convert the PDF to Word with the PDF to DOCX tool.
Open it in Word, LibreOffice or Google Docs and make your changes.
Save it back as PDF when you are done.

Case 2: a form with fillable boxes
These are fields embedded in the PDF itself: boxes where someone else types without touching the rest of the document. A converter cannot create them, and we do not do this here. I would rather tell you than waste your time.
It is done with a PDF editor that has a forms tool: LibreOffice Draw is free and does the job, and Acrobat is the office standard.
The workaround that almost always works
Before wrestling with forms: if you just need someone to fill in four details, sending a Word document is usually more practical. Anyone can open it, type into it and send it back. PDF forms make sense when the document goes to a lot of people and the layout cannot shift a millimetre.
And if the PDF already has fields
Many official forms already come with boxes and need nothing done: open it in your browser viewer and try clicking on the dotted lines. If the cursor turns into a text bar, type and save.
